A warm welcome to HPP's newest recruit, Emily Penkett. Emily joins the Cheltenham team as an assistant planner following her graduation at Leeds University. Emily, who obtained work experience with HPP in 2014, will be assisting Director Guy Wakefield on a range of projects including the submission of applications and appeals.
Clarity obtained on the application of paragraph 49 following release of judgement at Court of Appeal.
The Court of Appeal has given its judgment on the extent of planning policies covered by Para 49 of the NPPF, a matter which has occupied the Courts on at least six recent occasions, and which have often had contradictory outcomes. The case is known as the Richborough Estates V Cheshire East Council (CEC).

The Budget 2016 details measures to ‘streamline’ the planning system - including a move to zonal planning ? in an attempt to deliver 400,000 affordable housing starts by 2020-21.
Delivering the Budget 2016 (16 March), chancellor George Osborne said “measures to speed up the planning system” would be introduced by the government, while the green belt will continue to be protected.
Permanent office to residential rights confirmed and a temporary right for the change of use of light industry to residential will also be created

In regulations laid before Parliament last week, the government confirmed that the permitted development right to change from office to residential, which were introduced on a temporary basis in May 2013, will be made permanent on 6th April 2016.

HPP have obtained planning permission on appeal for a glamping site on appeal in a rural part of Cornwall. The approved scheme incorporates 3 new build units and the conversion of an existing building (a former goat shed).
